Reads a CSV table and wraps each data row in an XML element — for systems that only accept XML.
Since CSV turns into an array of objects (not a single object with one unique key), the root tag becomes <root>, and each row becomes a nested <item> with child tags named after the columns.
A column named address.city becomes a single <address.city> tag in the XML output (a dot is valid in an XML tag name and is preserved) rather than a nested <address><city> pair.
